What do you mean by "still the same issue" as on that link?
In short, I saw two cases:

TLS 1.2 and/or Server Authentication setting are not working as supposed to work.
Certificate is only valid if its "Certificate Validation mode" set to "Require" (this is what you set when you setup the cert). Otherwise, you must use "Allow" (i.e. the cert is "trusted").

[Edit] (by the way, this is not how you should setup HTTPS is my best guess).
A better way to setup the SSL is to have the TLS 1.2 (note that this is NOT in 1.2.0+)

I have 4 images over 40kb that I am using in my winform. I set the Minimum and Maximum size in properties but it still doesnt want to respond.

You can try using Graphics.
You can have a better control over the size with Graphics.MeasureString as well as Graphics.MeasureImage.
What you can do is to create a background image on the form using Graphics.DrawImage method and then draw your image on top of it.
Not as responsive as you would like but you get some control over the size.
